Windows has Blocked some Startup Programs

Is there any way to turn off this message? I'm not even sure which
programs it's blocked - when I click on the icon it shows me a list of
startup progs, all of which are certified apart from my Hauppauge IR remote,
which shows as pending. Is this the one??? Probably not, as the icon is in
the task bar and it appears to run OK.

Then I follow the instructions and go into the expanded list, and I'm lost -
how do I know what to look for?

So, apart from turning off User Account Control, how do I stop Vista from
reminding me every 10 minutes or so?
 
Turn OFF Windows Defender. It is the worst piece of crap microsoft has ever
put on a computer. And that is saying something! They have excelled
themseles, FINALLY
 
programs set to auto start that require admin privel get blocked.

you can change their behavior to stop auto start and use Task Scheduler to start on logon instead.

might be a good idea to investigate why so many programs require admin privel at start up.

I may be able to relate to your confusion as I just figured out this fix
earlier today for one of my Asus MB utilities. The Help file (as quoted
below) gets you started, but seems to lack a couple steps as the "Remove"
button on lower right was grayed out until I chose to "View all users" - or
something to that effect. Look for that option to "View all users" (or some
similar text) for the application that is NOT "permitted" and the "Remove"
button should become active. Removing it does not remove the application
(it'll still run); just the pop-up. Here's the Help text:

To remove a blocked program from startup
You can remove a blocked program from startup so that it won't try to run
automatically each time you start Windows. Removing the program from startup
won't remove the program from your computer.

Right-click the Blocked startup programs icon in the notification area.

Click Show or remove blocked startup programs.
