windows hangs on "applying personal settings"

A user called with a question about his computer and how
it takes 45 minutes to boot. It is quick to go to the
login screen, but takes almost 45 minutes to get past
the "applying personal settings" screen. The computer
came with win2k, but the user recently did a clean install
of XP and right after that did all the Updates from
microsoft. I know SP-1 can slow some machines down but
that is ridiculously too much. any ideas anyone?
