This is just a shot in the dark, but perhaps it's a corrupt Norton Utilities
file. You could try right-clicking on the Recycle Bin as soon as you boot
up, then properties, then click on the Norton Protection tab, then click on
Empty Protected Files and confirm, then uncheck the Enable protection box.
Repeat for each drive in the Drive drop-down box and then reboot the system.
Of course you will lose all your deleted, protected files and will not be
'protecting' any more deleted files, but this should tell you whether or not
Norton is causing this problem. If it is, you could just uninstall, then
reinstall Norton and see if problem recurs, or just live without this
particular file protection. If this doesn't help, well at least we could say
that Norton has been eliminated as a possible culprit. This may also just be
a first step in tracking down the problem, but it's something I would
certainly try first.
