Windows folder in the Recycle bin

What are the symptoms?
Virus?

Have scanned system using MS Security Essentials and found nothing

yes it does
after a reboot, there is nothing in the recycle bin

If your computer works properly I don't see where you have a problem.

Especially when the recycle bin is empty after rebooting. Yet if the
Windows folder reappears in the bin, then the question becomes why.
