windows firewall

I need help turning on my firewall ....i can't seem to get it opened..it
keeps giving me a message about not being about to start the windows
Firewall/Internet Connection Sharing (ICS) service. Is there anyway to go
around this or a firewall thats free i can download from somewhere?
 
You cannot start the Windows Firewall service in Windows XP
