Windows Firewall won't stay enabled

I removed one non Windows firewall and enabled the Windows one.
However, every time I reboot, the firewall is NOT enabled. Please, how
can I fix that?

It's possible that not all association with the old firewall has been
removed. Check on their website and see if there's a removal program for it
(other than the standard add/remove programs).
