This isn't enough information to get focused troubleshooting. Things to
check:

1. Is the computer virus/malware-free? Be sure:

2. Do you have a third-party firewall or antivirus software with
Internet Worm Protection installed? This will disable the WF.

3. Is this a standalone computer or a domain workstation? If the latter,
perhaps there is a Group Policy in effect. See your System
Administrator.

4. Did the WF ever work? If so, what changed between the time it did and
the time it didn't?

5. Other things to try:

MS antispyware tool (now Windows Defender) disables Windows Firewall (or
to reset firewall): Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.

"Due to an unidentified problem, Windows cannot display Windows Firewall
settings" error, try:
Start>Run regsvr32 hnetcfg.dll [enter]
