Have you installed a 3rd party firewall or security suite that might
have disabled the Windows Firewall to prevent its potentially
conflicting with its own? Is your workstation part of a domain, with
its security settings controlled by group policy?

Use the Group Policy Editor (Start > Run > gpedit.msc) to reconfigure
your settings and enable the firewall. As your computer isn't part of a
domain, you should also look into the possibility that some form of
malware has taken at least partial control of your computer. Physically
disconnect the computer from the Internet until you've determined that
it's clean.
