Windows Firewall doesn't stay on!! help!!

The Windows Firewall doesn't seem to stay on. Any suggestions? How? Why? etc.

Presario SR1010NX Computer is up to date with SP2 and all updates.

Sorry. This is not my computer. So will not change to different firewall!!

I forgot to mention there is a dialup as well as BB connection. Neither
stays turned on.
 
If you have Norton Antivirus installed with the AntiWorm protection,
It will turn off the system firewall in favor of Norton's firewall.
They do not run at the same time.

Do you have an antivirus or other "internet security" software
installed? MSAS? This will turn off the WF. Otherwise, try here:

MS antispyware tool disables Windows Firewall (or to reset firewall):
Start>Run cmd [enter]
netsh winsock reset catalog [enter]
Follow prompts and reboot.

It was disabling the WF in an earlier version and this was a known
issue. There were lots of posts about this. Since I don't use MSAS, I
can't speak from personal experience with it. Maybe the latest version
of MSAS doesn't do this.
