Has the system been scanned for the presence of malware ?
If not, suggest you show hidden files, folders, and system files :

Next, have the system scanned by Kaspersky's Online Scanner :

IF no malware is present, then you can attempt to reset the Firewall by
going to Start, Run, and typing in
cmd
Click OK
At the Command Prompt, type this in, and the press Enter :
netsh firewall reset
Type exit, then restart the system.
If that doesn't resolve the issue, use the Registry Editor to check
these registry keys ( go to Start, Run, type in
regedit
Click OK )
HKEY_CURRENT_USER\SOFTWARE\Policies\Microsoft
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft
See if there is a listing of WindowsFirewall under the Microsoft
folder. Also, click on the Microsoft folder to see if it's listed under
Name in the right frame.
If WindowsFirewall is listed, please post back with the Data listed in
the right frame. ( It will be 0 or 1 )
Check this key also :
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\SharedAccess\Parameters\FirewallPolicy\StandardProfile
In the right frame, under Name, check the Data for EnableFirewall.
It should be listed as 1, for Enabled.
Also, check the DomainProfile while your checking the above
StandardProfile for an EnableFirewall entry under Name.

Scratch that fault I got the sfc/scannow to run finally
but still no firewall stuff.

Thanks but the sfc/scannow wont run either it gives a 0x000006 ba error code
Is there anything else I can try before a full system restore

Suggest you utilize sfc /scannow to restore system files that may have
been damaged/corrupted :
