windows fax program cannot install

Hello:
having no luck configuring fax program, on Toshiba laptop
XP pro. Went through wizard and it says install complete.
Not sucessful.
Go back to add/remove and box still unchecked. I see
someone having similar problem on XP home. I have
contacted Toshiba, and tech says problem is in registry.
Will not help to correct problem with that area, says only
opt is to reboot hard drive with re-config disc. Not an
option with work schedule. Can you guide me to install or
fix fax? or should I purchase a fax program of shelf?

am having a similar problem with xp pro i just installed on a diy system...asus k8v, athlon 3200+, Cendyne internal fax 56k/v.92 modem. i can't send a fax. when i check out the modem via device mgr, query of modem i get the message "the port the modem is attached to could not be opened...maybe device conflict...check device mgr to verify all devices are functional..." i did that and all devices are fcnl, plus modem and driver are ok.

I am also having this problem. I use the install cd to install "fax services". It looks like it did go through some process because the folders are there on the start menu for the console, but they're empty. If you go back to the windows components, fax services still show unchecked right after installing them.
 
See if the modem is on the Microsoft HCL list.
To make sure the modem you are using is compatible
