Windows failed to boot

It might help if you wrote the actual error text you are seeing on the screen.
It is really hard to read it off the photo screenshot you sent out.

Also, you may want to share with us some hardware info about the target device. (disks, partitions, etc.)

The photo is OK. There are some graphic errors everytime this error ocours.
My system is a industrial PC with
Advantech PCA-6186 CPU Card
2 Ghz Pentium IV
512 MB DDR RAM
80GB HD

There are two partitions on the HD, one 8GB and one 10GB the other space is
unpartioned. The XPe Image I used is the XP Pro Emulation for SP2 from
Xpefiles.com.
Do you think the IDE driver may be a problem? otherwise I think the CPU
Card is damaged because of the graphic errors.

Frankly, I can't read much on that screenshot so it is hard for me to guess what error message you are getting.

But a few question you can ask yourself in order to narrow down the area to be investigated:

Is this only one device that shows the error?
Does it make a difference if you replace the HDD?
Do you know how XP Pro behaves on the same target device?
Do you see any driver related errors in FBALog.txt and SetupApi.log files?
Does the error happens if you boot in VGA mode (use the MS VGA driver, not the one you use on your image now)?
Did you try using debug version of NT Loader (from Win XP DDK) and watch on the serial output from the device? (you would have to
add the serial debug setting parameters to your boot.ini ARC path)
