Windows Explorer

I can't find "Windows Explorer" in my list of programs when I go "Start" and "All Programs". Also, when I went to "Help and Support Center" (looking for help on this), none of the highlighted links work. I get an error message about the address being wrong, congestion on the network or some other such stuff. I give up. Can any one help me sort this out? Much obliged.

"Windows Explorer" is the exact same program that is
called "My Computer". This is used to find all the files
located on your computer. So, any actions/clicking
required on "Windows Explorer" can be completed using My
Computer as well. I am not sure what else you are trying
to do, but I hope this reply helps.
 
Mine is under Start" and "All Programs" then "Accesssories"
