Since I don't use the Windows folder arrangement and in fact keep personal
on Drive D (separate hard drive), I like to have Explorer open in Computer.
In XP this can be done with a /e argument on the Explorer shortcut. I
haven't found a way to do this in Vista RC1. In fact, I find it very
frustrating that the operating system assumes that they have the best
folder/file arrangement. Any suggestion of a solution?

My stuff is on a separate partition, therefore, I use the following
switches:
/n,/a, I:\

This works on all OS's that I know of including Vista.

The other option is to bring up your explorer. Select (Right Mouse Click,
not Left) and drag to the desktop, the partition/disk or folder that you
want. When you let go of the mouse, the menu gives you options. Select
"Create Shortcut Here"

Is this what your trying to do?

You can specify a drive letter, if you like, in the shortcut.
Just add it as in:
%SystemRoot%\explorer.exe /e,d:

These work, but they still leave Favorite Links with Documents, Pictures and
Music at the top. I don't use their folders, so that is taking ups needless
space.
