To test with: Disable third-party browser extensions in Internet Explorer
1. Click Start, Run, and type inetcpl.cpl. [or control inetcpl.cpl]
2. Click the Advanced tab.
3. Under Browsing, clear the Enable third-party browser extensions
(requires restart) check box.
4. Restart Internet Explorer.

I had the same problem, restored my system but didn't help.

I tried the system restore, and it didn't work. I didn't
reverse it. The problem started when I was browsing
through my picture collection (one of the folders in My
Pictures) and I was looking at an image in Windows
Picture and Fax Viewer. So that's 2 Windows Explorer
windows open. Then I minimized those and opened Kazaa
Lite (file sharing) and within that I tried opening
the "My Shared Folder" and it wouldn't open. At the same
time, the Windows Explorer windows closed. I don't
remember if Kazaa closed. But the desktop refreshed. And
from then on, I haven't been able to open Windows
Explorer, Internet Explorer...not even my control panel.
Everytime I try, the desktop only refreshes. The Windows
Picture and Fax Viewer still works. But I found tonight
that I can only access Windows Explorer in Safe Mode.
What's going on here?
