Windows Explorer Missing From Start Menu

Hello,

I am installing Win2K from a distribution point to be placed in a domain
with a few GPOs already in place. There is only one problem: when I log in
the first time as the administrator, windows explorer is in the start menu
where it is supposed to be, but when I log on as any other user I notice
that
its not there. Is there a setting I don't know about, possibly in Group
Policy?

Run gpedit.msc and check User Configuration / Administrative Templates /
Start Menu & Taskbar.

Alternatively tou could place a shortcut to iexplore.exe (include the full
path!)
into %AllUsersProfile%\Start Menu.

I have looked at the Start Menu & Taskbar settings in gpedit.msc and I don't
see one that pertains to Windows Explorer. Is it possible that I do not have
the necessary administrative template installed.

I have included below all of the configurable options in this section. I
know that I can insert a shortcut to explorer.exe, but I would rather not
have to go to all of the computers. Any other ideas? Thanks,
