Windows Explorer Misconfigured

'Something' on a non-technical friend's computer has messed around with the
menus in Windows Explorer.

1) The top menu ('File Edit View...etc.) has disappeared. Can anyone advise
me how to get thisback
2) If I set 'View' in a directory to 'Details' it changes it for that
directory, but not for sub-directories. How can I get the settings to
cascade again. Obviously 'Folder Options'..'Apply to all folders' does not
work now.

I am comfortable doing registry edits if necessary.

Right-click the window near the top, click "Standard Buttons".
 
The problem Joe is that that area does not exist! I can see it on other
machines and get the results you describe. On this machine I cannot find
anywhere that produces that context menu.

Any other ideas?
