windows explorer menu gone

I see that others have found that the menu and toolbar for their W2K
windows explorer has gone missing as mine now has.
The last post on this seems to have been 7 May 2003.
Has anyone found how to get them back since then?
I cannot do searches, new folders etc. so I badly need to get the W
Explorer working properly again.
Alt V does not work to get it them back.

What happens if you press F11?

That key toggles the Full Screen mode, which is NOT the same as Maximized,
which is NOT the same as a Normal window stretched to fill the screen.
