Windows explorer help

I'm a little desperate on this one folks. My computer sarts off fine, it allows me to type in my password and go to my desktop. However, that's as far as it goes. It doesn't load windows explorer so I can't access any folders or program shortcuts on my desktop and I can't go to the toolbar at the bottom of the screen and select start because an hour glass appears. It seems like my computer is loading my desktop and nothing else. I've tried restarting and shutting down my computer several times with both hitting the power button on the processor tower and clicking restart and shut down with the option to do so at my password screen. I've also tried ALT+CTRL+DELETE to open up the task manager and open up a new task. I have a lot of things on there that I can't lose so restarting the program of Windows XP is out of the question. Also, I don't know if this would help but, this is on a seperate computer that doesn't have a connection to the internet. I'm reall in need of help. I can't lose those things on there. Please help.
 
can you get into safe mode. if its xp hit f8 button as it
boots up.

If you are able to access the task manager, type cmd. This will open a
console, then type sfc /scannow (notice the space between the c and
the diagonal slash). This will scan all protected files in Windows and
restore them with the originals, you must have the Windows XP CD
handy.
