Windows Explorer: Folder Menu Tools/Options not shown

According to windows help: "To change folder options settings, open Folder
Options in Control Panel. Or, to open Folder Options from a folder window,
click Tools, and then click Folder Options."

Ok... but my problem is that when I go to [Tools] in the Folder Menu it
shows only:
Map Network Drive...
Disconnect Network Drive...
Syncronize...

But it wouldn't show the next:

Options

And I need to use that particular Item.

Also, at the same time that I lost this item from the Tools Submenu, when I
open any folder It would show me all of its contained files, but it would
also show me a file named as the folder. Supose a folder named 'digital
games'... When I browse it I will see many files and also a file called
'digital games' (when I see in detailed mode it is a .exe file). When I
double click this folder it takes me to My Documents folder.

Does anybody knows what to do for this two problems?

Thank you very much. I should have told you that I had tried to do that
manually before and received the same message as now:

"Registry editing has been disabled by your administrator"

I am the Administrator; but I don't konw how to enable this function. I
believe that if I do, then, I would be able to execute the fix you sent me.

Log on as Administrator in Safe Mode?

Is this a standalone or networked computer?

Ok.. this seems to be closer to what is happening:
"Registry Editing has been disabled by your administrator

IMPORTANT: If this policy was enabled in your system (not connected to a
corporate network) without you doing anything or without your knowledge, then
it's highly likely that a Virus has blocked the usage of Registry Editor
(Regedit.exe) in your system by enabling the DisableRegistryTools policy via
the registry. It's highly recommended that you perform a thorough checkup of
your system immediately."

I WILL FOLLOW THE INSTRUCTIONS IN YOUR LINK. ANOTHER THING. THIS IS ONLY
HAPPENING UNDER ONE USER (ADMINISTRATOR), I CAN US THE TOOLS FOLDER OPTIONS
FUNCTION WHEN I LOG AS GUEST, FOR EX.

AFTER I FOLLOW THE STEPS IN THE PROCEDURE YOU SENT ME I'LL LET YOU KNOW WHAT
HAPPENS... (THANKS AGAIN)... (YES, I AM A STANDALON HOME COMPUTER WITH NO
