Windows Explorer Encounters a Problem : user32.dll

When I start up my computer the taskbar and icons come up
but then I get an error message saying that "Windows
Explorer has encountered a problem wnad needs to close."
The data in the error report consists of...

AppName: explorer.exe
AppVer: 6.0.2800.1106
ModName: user32.dll
ModVer: 5.1.2600.1134
Offset: 00042edd

When I say "Don't Send" [in reference to sending or not
sending the error report over the internet] the dialogue
box goes away and the screen just blinks back and forth
between the background and the background with the task
bar and icons about every 5 seconds. If anyone has any
idea of what to do in this situation and how I would go
about solving this problem, that'd be awesome because I
cannot use my computer at all at the moment.

Your Windows has been corrupted. You can try and bootup
to a bootable diskette and try to reinstall windows over
it self or put the Windows XP Pro disk back in and let it
boot up then use the Recovery method to have it reinstall
itself over it.
