Windows Explorer Blinks

Windows Explorer is launched using the Windows+E shortcut
the window refreshes every two seconds giving a blinking
effect. It refreshes both sides of the window when showing
folders. With folders (left window) turned off, the
blinking stops.

Is there a fix for this strange behavior?
