Windows Error Code 19 - CD / DVD Drives are gone.

I have a dell dem 2400 and the CD and DVD drives are gone. I've search the
internet for solutions with no luck. I've tried everything:
* unistall/restart steps
* restart from last know good config....
* the delete the Upper & Lower Filters
* in safe mode / normal mode

Still no luck. I'm trying to avoid formatting and starting all over. I
have a lot of software I can't reload due to purchasing downloads...

here's the error msg from Device Manager
"Windows cannot start this hardware device because its configuration
information (in the registry) is incomplete or damaged. (Code 19)".
 
"You can no longer access the CD drive or the DVD drive,
or you receive an error message" (Error codes: 19, 31, 32, 39 or 41)

For error code 31: Try method 2: Manually delete the registry entries.

If no joy then I would suggest un-stalling the driver, shutdown the PC
and removing the cable from the CD-R and or the CD-RW drives,
and then reboot Windows.

Shut down Windows and turn off the PC one more time
and re-connect the cable to the CD-R and CD-RW drives.

Now Power up and let Windows re-discover the devices and install the
drivers.

Also: CD-R drive or CD-RW drive is not recognized as a recordable device

I just discovered it may have something to do the my reinstalling a newer
version of iTunes... I do recall this problem started after I updated my
iTunes... I'll try your suggestion though.... Thanks in Advance!!!!

I have these exact same symptoms, and likewise have tried the same steps to
no avail. I'm confused by your suggestion to run diskmgmt.msc and change the
drive letter. The "missing" CD drive reporting Error Code 19 doesn't show up
in diskmgmt, so how can you change the drive letter?

Does anyone know any other suggestions? I gather this is a very common
problem, and some people evidently get an immediate fix with the regedit
delete of Upper/Lower filters as per the referenced MS 314060 document -- but
then for many others such as myself and WebSFld this does nothing.
 
You could try removing the registry entry all together, then refresh the
driver again to recreate it. (Export the entry to a REG file first for
safekeeping) Open Control Panel, Device manager and highlight the drive. Use
the Action menu to "Uninstall" it (do not delete the file) and then use
Action menu, 'Scan for Hardware Changes"

Still not able to get the CD & DVD Drives to appear. Still getting the Error
Code 19.. any other suggestions beside reinstalll my entire OS?
 
I finally got my problem solved using the following solution:

Question - Post 11 of 14 I Figured Out a Fix
I was having the same problems as everybody else. Following the suggestions
in the MS article didn't fix the problem. After beating my head against the
wall for many hours and trying various Registry cleanup tools (without
success), I dug deeper in the Registry and found another reference to the
LowerFilters and UpperFilters.

I found references to the filters in the following area:
"HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Enum\IDE"

Once you're there, you should see multiple entries for your IDE drives.
Check your CD-ROM drives. Check the entry directly below your CD-ROM drives
to see if any of them have a property for the LowerFilter or UpperFilter. If
so, delete the property. If you get a prompt saying you can't delete the
property, you'll have to modify the permissions of the registry entry so that
you're allowed to edit.

One final note...I had two references to the same drive in my Registry. I
don't know if that had anything to do with my problem, but I deleted the old
reference when making the other registry modifications.

Windows XP Home (SP3) user, same problem with error 19. I can boot to DVD so
hardware is fine. I have removed the upper and lower filters, uninstalled all
user apps, removed and then reapplied SP3, tried every conceivable update or
reg hack and no joy trying all the other methods listed in this and every
other relevant discussion group on the web.

There are hundreds of references to this problem dating back to the 90's,
yet MS technical responses- a registry hack, nonetheless, can be counted on
one hand! Perhaps it's the frustration of spending hours trying to fix this
thing, but the conspiracy theorist in me is thinking my next upgrade will be
to a MAC.

If you deleted the registry entries indicated and restarted and all
was well, did you happen to see if the registry entries were recreated
and if they had the same values or different than before?
