Windows Doesn't Start Correctly After Windows Update

I downloaded the latest windows update to my computer (from microsoft - not the known patch.exe virus). After the installation the computer rebooted and I received an error message as the computer was booting (it flashed so quickly I dont remember what it said). Ever since then, I can not start up my computer properly. It will go through the boot scans and go to the log on screen where I click "Owner" and then it will come up with the desktop background but no icons or start menu bar will appear. I am able to open the task manager and the CPU usage is very high however there are no applications running. I can't get the computer to do ANYTHING! Can someone suggest a remedy outside of doing a system recovery. I don't want to loose all the applications on the computer.

You are probably referring to the security update MS04-003 (KB832483) that
was posted on Jan 13/14. Not a few reports of malfunctioning of the system
have emerged in microsoft.public.windowsupdate newsgroup. For details of
the many varied guises of the malfunction, please refer to that forum.

Suggest boot to Safe Mode and roll back to a pre-update System Restore
point. Failing that, suggest doing a Repair Install (In-place Upgrade) of
the OS which does not erase your personal file and data, or your
applications.
