Windows disabled DVD device & I can't enable it again

I just got one of the external DVD writers yesterday, and
it was working at first - I got to play one DVD, and I
did burn a CD. But tonight I put in a DVD, and no window
came up. It's plugged in and connected everywhere. I went
to Device Manager, and it has a red "X" on it. Under
Properties, it says "Device is Disabled", and when I
click "Enable Device", it says "Windows was unable to
enable this device". Also, it doesn't show it as (:E)
anymore under My Computer, but it does recognize it under
Device Manager.
 
I think I am having a similar problem and would really
appreciate if somone knows how to fix this. I had
purchased a new music CD and went to play it in my laptop
DVD/RW drive. The CD has "Copy Controlled" technology,
which I guess is there as security against piracy, but I
had only intended to listen to the CD. Now the drive does
not appear under My Computer. It appears to be disabled
in the device manager - I've tried reinstalling the
drive, I get an error message saying "Windows cannot
start this hardware device because its configuration
information (in the registry) is incomplete or damaged.
(Code 19)". Help would be really appreciated!
