There are plenty of freely available 'permenent delete' apps available on
the internet
How unrecoverable is the procedure?; depends on how much money / cpu you
want to use in a recovery
 
Hi there,
If I delete a data file from windows 2000 is it permanently deleted and
it cannot be recovered or I need to use some software somehow or completelly
reformat machine?

To permanently and irrevocably delete files from your hard disk you must
physically remove the disk and smash it to smithereens with a sledge hammer,
then crush the pieces in a hundred ton hydraulic press.
 
Formatting the system still allows the file to be recovered. Please download
a free utility such as Eraser by Heidi Computers Limited. It provides
right-click functionality to securely delete files and more.
