Windows Defender deny but now want to allow

I mistakenly told defender to deny access to mswsock.dll & I now have no
internet explorer access. How do I get get defender to allow this file again?
I use Windows XP Pro & IE6. Why does defender question whether to deny
Microsoft files in the first place?

You can access the Windows Defender Configuration Window and on Allow
Applications access to the internet Check the MsWsock.dll and remove from the
list.
MSwsock.dll (Winsock) is a server core for your Internet , and can be risk
to your computer if it been compromised.
