Windows could not start

After moving some files around on my PC and then rebooting, I received the
following message:

"Windows could not start because the following file is missing or corrupt

\windows\system32\config\system

You can attempt to repair this file by starting windows set-up using the
original set-up CD-ROM. Select "r" at the first screen to start the repair"

I attempted to do this but after hitting "R", the PC shows the directory
C:\windows> and waits for my commands.

What do I do? Appreciate very much any help

What is your computer make and model?

Was the computer bought new or second hand?
