Windows CE 4.2 and .NET Compact Framework 2.0

This is indeed good news, but do note that no timeframe for SP1 has been
announced.
 
Because the CTP release ran on my CE 4.2 handheld, I assumed the release
version would as well. What a disappointment that was! I am sure I am not
alone when I say I hope this will happen SOON!

Probably to late for me anyway. Don't know much about that issue, but why is
it hard (if it is) to upgrade the devices from 4.2 to 5?

Not all OEMs provide 5.0 for all of their devices.

I know, so I asked if it's difficult to do. And I meant difficult for
manufacturers. Or is it simple a sign for lameness?

*Testing* is the one-word answer. If you want something that is 5.0, that
might run, kind of, on a given device, you can have that in a week. If you
want a full-tested and qualified OS for it, that's going to take a while.
The application development APIs are basically the same in 4.2 and 5.0, but
the OS development is different, in a variety of subtle ways, that prevent a
short-term, quickie change for a given device.

Depends on the device, the OEM's approach to the port and a lot of
variables. If the OEM migrates to the bus-agnostic architecture for PCMCIA
and USB, plus goes through a full set of test and validation, it could
easily be a couple man-months of work.
