Windows Can't Open Required Application

Up to a month ago, the following URL opened WMP11:
mms://straumV.nrk.no/nrk_tv_webvid03_m. Then I got a new hard drive,
cloned it from the old and now am getting the "Sorry... Access is
Denied." I can open it from within WMP, but not from the URL itself.
I assume that means there's nothing in the registry for MMS. How do I
go about getting it going? Thanks
