I have started to receive error messages in the
Application Event log every 5 minutes, as pasted below.
This is a Windows 2000 AD Controller. Can anybody offer a
possible resolution to this or where to start a resolution

The reason it occurs every 5 minutes is because group policy is refreshed
every 5 minutes on DCs. To find out details of the problem you can enable
userenv logging per the following kb article and search the resulting
userenv.log file for information that may pinpoint the problem:

I am finding nothing with this specific error message in it. Userenv.dll
is the group policy engine which provides information for the client-side
extensions, which perform the actual work of processing the group policy
settings. For a list of client-side extensions take a look at the
following kb article:

Taking a guess, this message would seem to indicate that the group policy
Registry client-side extension is trying to process some setting assigned
to it but is failing.
What changes were made to group policy just prior to this problem occurring?
Do any policies have settings listed in the Computer Configuration\Windows
Settings\Security Settings\Registry location?
