windows cannot find rundll32.exe

Changing '.exe' files status in the registry is one symptom of a virus.
You can try an online virus scan from:
http://housecall.trendmicro.com/

Or download AVG free edition from
http://www.grisoft.com/us/us_dwnl7.php
if you don't have one installed at all.

Also install a firewall and get your Windows updates.

Once you identify the virus, then search for full removal instructions

are normally pretty good.
Usually anti virus programs will remove the virus file, but won't reverse
the registry changes, but sometimes there is a tool which automates the
whole process.

You likely have malware that has disabled .exe and perhaps other sorts
of executable files. Rather than directly attack this problem, I would
recommend you update your AV program, run a scan, and backup that scan
with an online scan. If you can remove it that way, fine. If you get the
name of the bug you have, post that name, and the name of the tool that
named it, here and we can help further, or if you like to help yourself,
search your AV vendor site for a specific removal tool that they may
have.
 
In addition to the AV software advice, it appears the virus is already gone,
you're encountering the errors due to changes that were made by the virus.

This behaviour is generally caused by viruses. One of which is Sircamm
virus, which modifies the .exe file association in registry. Reset the .exe
file assocation using any of these steps:

Solution 1:

Click [Start] [Run] [Command]
Type the following and then press Enter after typing each one:

cd\windows
copy regedit.exe regedit.com
start regedit.com

Navigate to and select the following key:
HKEY_CLASSES_ROOT\exefile\shell\open\command

Double-click the (Default) value in the right pane.
Delete the current value data, and then type: "%1" %*
(ie., type the following characters:
quote-percent-one-quote-space-percent-asterisk.)

Exit the Registry Editor and restart Windows.

NOTE: Most importantly, update the definition files for your A/V
software and scan the system for viruses.

I can see the file, why can't windows read this or other
exe files?
