Windows cannot access sound card

When I try to play .wav files I get a message that the
sound card device cannot be accessed because another
application is playing audio. There is NO audio
application playing. I do get sound from streaming radio
so I know that my sound card is working. How can I tell
WINDOWS that there is NO other sound application playing?

Disable all possible applications that may be accessing
your soundcard. Go here:
Start/Run/type MSCONFIG and click OK. Click the startup
tab and disable/uncheck everything except your anti-virus
program, if Norton, it will start with NAV. Click Apply
and OK and reboot.
