Hello Judy,
To determine if the issue is an application or the OS, boot to safe mode.
If the machine boots up, then odds are the issue is a application
incompatibility. The next step is to perform a clean boot. Please
reference this article to help with the steps of a clean boot, "KB281770".
You can aslo copy the "msconfig.exe" tool from XP and paste it in the
%systemroot%\system32 folder and follow these steps:
Usage:
Typically, we typeMSCONFIG from run and choose "Selective Startup", then
remove all check boxes and click "OK" and "Yes" to reboot then test our
issue.
If the problem still persists, enable all except "System Services" and
"Startup Items", click "OK" and "Yes". Reboot then test our issue.
If the problem still persists, enable all except "System Services", click
"OK" and "Yes". Reboot and then test our issue.
If the problem returns, it is due to a Service. If not, it is a Startup
Item.
We then go to that particular tab and enable SOME of the disabled items,
click "OK" and "Yes". Then test our issue.
Repeat until you track down the offending component.

MSConfig.exe for XP/2000
This is the XP version of MSConfig.exe which also runs on Windows 2000.
You can also copy the msconfig.exe from
%systemroot%\pchealth\HELPCTR\Binaries on a Windows XP box to a 2000
machine and it will run and have the same functionallity as it does for XP
NOTE: this will NOT work for Windows NT 4.0
