This 'feature' is making me crazy and I need to know how
to stop it.

Whenever I am on my laptop (this does not happen on my
home computer) I get messages labelled "Windows
Antispyware Notice" that tells me "...Antispyware has
detected your default user folder (shell folder) Cookies
attempting to be changed..." In response to What would
you like to do? I respond "block" and "remember this
action." Nevertheless the Notice keeps popping up every
few minutes followed by another pop-up confirming (after
I answer Block yet again) that the action was, indeed,
blocked. Is there a setting that needs to be/can be
changed to make these annoying messages go away?

Sounds like your browser got hijacked. Have you tried
the "Browser Restore" tool in Advanced Settings of MS
Antispyware? Also, turn off System Restore, then
restart, turn back on.

Make certain that you are logging into an administrator
account and not a limited user account.

The current release only supports the administrator
account that installed the app.
