Windows Activation Error 0x80070426

recently got "genuine" activation problem after one of two things recent May
updates or after installing Visual Studio Express Web/C#/VB and the SP1
Update. Windows update then failed to install an update SP1 Vista.

in the event log there is a DistributedCOM error

The application-specific permission settings do not grant Local Activation
permission for the COM Server application with CLSID
{8BC3F05E-D86B-11D0-A075-00C04FB68820}
to the user Home-PC\{USER} SID
(S-1-5-21-471328347-769042369-3731885411-1000) from address LocalHost (Using
LRPC). This security permission can be modified using the Component Services
administrative tool.

there is a fix on the web to this located:

BUT. at the value: HKCR\Clsid\clsid value\localserver32
there is no localserver32 entry and at point 4. on the fix Vista doesn't
display Component Services there?

Also can't get to the microsoft 3 month free support as it says my PID is
invalid!
can't get to the activation numbers as Activation Service fails to start!
UK Number anyone?
