What is windows accelerator?
Anyway, if you want it not to start at Windows startup
First check if it provide option to disable it.
If not, Go to Start menu > Run
Type msconfig > Startup tab > Uncheck it's entry

I don't really understand why you would want to disable the MSN
connection center (whatever that is), but this is a question for MSN
tech support. This is not a Windows issue. MSN, while owned by
Microsoft, is not part of your operating system. Look on MSN's website
for Frequently Asked Questions (FAQs), tech support, help with their
software, etc.
