new to PC world given a HP w/win98 is there an online site to upgrade this PC
or is Even possible. Also given Dell tower has all boards but wiped clean can
this be restored somehow

What?

First off - what are you trying to accomplish exactly with each of the
computers?

With the HP - what do you mean 'upgrade'?
With the Dell - is there still a Windows product sticker on the computer?

I'm sure you can find a win98 cd on ebay for a low price.
