Are there any sites dedicated to MS Windows 98 SE & downloads & utilities for it?
 
If you go to download.com and browse to the section you want there is an OS dropdown box that lets you pick Windows 98, it will filter it so that only Win98 applications are visible :)

What sort of stuff are you after?

Do you actually know the technical specs of the laptop in question then?

Depending on them, you may be right, you may be wrong..... ;)
