Windows 98 Shutdown problems

Can anyone help? When i go to shutdown my computer it does most of the process but gets to the "windows is shutting down" screen but does not reach the "it is now safe to turn off your computer" screen. When i restart my computer i do not get scandisk or anything it opens up just as normal, except the clock does not work properly as the time just continues from when i turned it off - not the actual time!

Yes you can solve your problem with what Ian suggested. Since you are using Windows 98 I suggest you consider to upgrade it by installing the Unofficial Service Pack which should take care of a lot of problems and will make your Windows 98 shiny and brand new. The feedback is very good on the package and it also can be easily uninstalled should you need to do that for any reason. This package will work with Second Edition of Windows 98 only and not any earlier versions
