Windows 98 shell

I'm looking for a Windows 98 shell similar to what you would find on the
"kids computers" at the public libraries. Something that will allow a six
year old access to a desktop of game icons but nothing else. It should of
course have a backdoor that allows me full system access.

appreciated.
