Windows 98 client couldn't dial in RRAS Windows 2003 server

Windows 2003 standard edition. RRAS running

Client XP/2000 dial in correctly

Client 98 SE couldn't dial in

In Event Viewer I got 20187 ... The user failed an authentication due to
the following reason: authentication was not successful because an unknown
username or incorrect password was used.

In RRAS policies I have enabled default authentication protocol (EAP,
MS-CHAP2, MS-CHAP)

Any idea?

Event ID 20189 - The user <username> connected from x.x.x.x but failed an
authentication attempt due to the following reason: The user tried to
connect using an unauthorized dial-in media.
Causes: 1. No dial-in permission.
2. Incorrected logon ID.
