Windows 2K terminal services - max 2 connections

We have just set up a Windows 2000 server with terminal services.

When we try to connect to it using, Connect to remote desktop

It only allows for two connections. Is there something we missed?
I am not familar with the licensing but I thought if you bought 2000
server it came with terminal services.
