I bought a license pack -- Windows 2k Pro Retail, license
only. The vendor is trying to convince me that the
license pack comes with no product key. Is this right?

Probably not.
 
I would suggest checking with Microsoft.
I suspect that every license has to be associated with some key.
If so, I expect that Microsoft would want to verify the validity of what you
were sold and educate the vendor.
