Windows 2003 Servers and Read Only permissions

Basically, the OS from clean install sets our folder on second drive or
partition of any new servers built as READ-ONLY - if we used the attrib
command or any of the KB Articles to help and resolve the issue - it goes
right back - Only app is Norton AV Copr 9.0 and Windows 2003 OS itself -

Any clue?
 
Microsoft Knowledge Base article 326549
(http://support.microsoft.com/?id=326549) explains that the read only
attibute on folders is ignored by the operating system. It only recognize
the NTFS permissions.
