Are you having a problem accessing your printers thru a browser?
I don't believe that would be a GPO setting, but rather individually per
machine that is sharing a printer. If IIS is installed, and you share a
printer, automatically a folder called 'printers' is created under the
default web root. That would be the subfolder one would connect to, as
you've shown in your example. Any printer that is shared (besides being
available in AD), will show up in that page, unless you have restrictions on
the printer.
If this doesn't help, can you elaborate what is happening when you do access
that URL and if the printer is shared?
