Windows 2003 Disaster Recovery

Lets say that we have servers that are on Compaq server hardware, and for
whatever reason we go into disaster recovery mode. All are old hardware is
unuseable but we have full backups including system state. If we buy new
hardware, let's say for this example Dell servers. If we restore from backup
the entire server to the Dell hardware (with all appropriate Dell drivers
intact) will the server function correctly? Keeping in mind that the new
server may not have the same type of RAID controller?

No, it won't. I can't see how you can restore from backup
the entire server while at the same time keeping the appropriate
Dell drivers intact.
