Windows 2003 - Can't browse or be seen on network

Please help:

I am absolutely stumped. I have Windows 2003 running in a network and
I can't see the server on any other computer nor can I see any
computer from it. Here are the issues:

1) I turned on File and Print Sharing
2) I am NOT running DHCP, I am running DHCP on a router
3) I am running two NIC cards. I setup a VPN on one. I tried
uninstalling but it didn't effect this issue.
4) I configured DNS to forward to the router/cable modem. I can
resolve fine on the server
5) I set DNS on my workstations to that of the server and can resolve
websites fine. I still can't see the server
6) When I login to the server and browse the network, I see the domain
but I do not see the server when I click on the domain.
7) My etc\ hosts file has only -
127.0.0.1 localhost
8) My WINS Server is the same as my domain server - XXX.XXX.1.105 - I
also tried XXX.XXX.1.103. Is this an issue?
9) I tried "Net Use \\server" on my Windows XP client and I get
"System Error 53 has occurred. Network path not found"
10) I tried enabling Netbios over TCP/IP but didn't work.
11) The results of a IPconfig on the server are as follows:

WINS only binds with the first NIC in your tcp/ip sequence (advanced
properties). Netbios can't cross most routers without WINS replication. nbt
over tcp/ip is required unless Netbui. If WINS is installed on the same
system as the server, both primary and secondary WINS should point to
itself. If any 2 systems use the same ip_address, server or not,
connectivity will fail.
