Windows 2000 wont boot and blue box appears (help)

Until recently my HP Omnibook running Windows 2000 worked
perfectly.

Now the machine begins the startup process a blue box
appears (nothing in the box) and the machine is frozen.

Nothing seems to work and I can't even start up from the
CD to try and reinstall windows.

Any suggestions?

Please elaborate: Why can't you boot from the Win2000
CD and start an installation process?
 
Last Known Good Config?

How about disconnecting battery and power (which resets bios NVRam settings
on most laptops), waiting some 20 minutes and rebooting to bios setup for
personalized settings or default settings.
