windows 2000 vs windows NT4, network issue

Hello.
I have a question I hope someone can help me with.
In Windows NT4 you could ping yourself without being attached to a network. And you got your replys in a satisfying way. But...in Windows 2000 and Windows XP this is not possible without being attached to a network or use the Loopback adapter.
Is it anyone who knows why and if it is possible to deactivate it through a registry setting?

Win2k and newer will disable the nic if there is no cable connecting it to
another *powered* device. Nt did not.
